O líder exerce uma função desafiadora nas organizações públicas. O contexto demanda dos líderes algumas competências para que eles possam desempenhar seu papel de forma efetiva e possam contribuir ao alcance dos objetivos institucionais, porém, ainda não há instrumentos de mensuração que atendam esse contexto. Assim, esta pesquisa teve como objetivo criar e verificar a validade psicométrica de um instrumento de mensuração das competências de liderança para instituições de ensino federais. Para atingir este objetivo, o estudo de paradigma funcionalista, caráter exploratório e descritivo, com abordagem quantitativa, adotou pesquisa de levantamento (survey). A partir da aprovação do projeto pelo Comitê de Ética em Pesquisa, o questionário eletrônico elaborado foi divulgado aos 1.387 servidores efetivos e ativos de uma Instituição Federal de Ensino Superior. A amostra final foi composta por 314 respondentes. A análise dos dados ocorreu por meio da estatística descritiva, da Análise Fatorial Exploratória (AFE) e da Análise Fatorial Confirmatória (AFC). A AFC validou um modelo com 06 fatores, cada competência mensurada originou 03 fatores: um relativo às variáveis de conhecimento; outro das habilidades; e, um fator das atitudes. Além disso, a AFC confirmou os três elementos básicos da competência trazidos pela teoria. As AFE’s, por sua vez, indicaram a independência entre as duas competências, demonstrada de forma clara pela separação dos fatores. O estudo é relevante pois apresenta o processo de criação e as propriedades psicométricas de uma escala de mensuração de competências de liderança para o ensino superior público.
